Oh I know, those people who think a couple of years of martial arts are going to help them beat the shit out of someone half again their size are dreaming, even in the above gif in a grappling sport that woman is now completely fucked - they'll only win if that bigger person gives up when they're put in a hold and doesn't just punch them in the throat with the other hand. Pain's pain, you can fight through it. Somebody grabbing or even breaking your finger won't stop someone who's determined to fight.
But if that strength size is even remotely comparable? I've always seen determination/will to hurt carry the day. The person who's willing to go for permanent eye damage, the person who's willing to use a weapon (improvised or otherwise) first. Just before I left there was another fighting death outside a club at my university, and the smaller dude won: bigger guy punched him and knocked into a table, smashing glasses and bottles, smaller guy whipped around and opened bigger guy's throat with a piece of glass.
EDIT: Which of course is double-edged, hahah. If someone's bigger and wants to hurt you more than you want to hurt them, you're doubly fucked.

And yeah instant arming is a thing, but the vast majority of it is always going to be 'I'm going to punch and kick the shit out of you', and generally people have the will for that the minute the red mist comes down. Hell it's a big training issue - getting officers to control that instinct, and not use gratuitous force.
You don't necessary have many opportunities to go for* the permanent damage until they're down anyway unless we're in a situation where someone has intentionally brought along a weapon, and in most cases it's all over by then.
*probably preaching to the choir, but I feel I should point out that any fight can lead to serious injury or death

This is gradually turning into 'I'm going to threaten to punch and kick the shit out of you, walk away, and then my friends are going knife you in an alley the second you walk outside' where I live(d), unfortunately. Scary shit and I don't know how the police are going to put get a handle on it. Japan never ceases to amaze me with its virtually violence-free drinking culture, to be honest. A few of my coworkers wouldn't believe me when I told them that fights regularly break out in clubs and bars, and insisted that "no, that only happens in the movies".
Definitely not going to disagree about the huge size difference thing, though. I was shocked by how easy it was to overpower said very experienced wrestler friend with even a modicum of training. I'd bought into the whole tiny, skilled martial artist wins the day notion myself... but she couldn't even get me into holds; I just pried her arms apart. Thinking, hey, I'm 150 and she's 100 lbs, and there's basically nothing she can do to win this fight, oh boy am I ever not going to pick fights with someone who outweighs me by this much, ever.

For your second point, during officer safety training they proved that point pretty effectively. We had a woman in our class who was London champion in some martial arts or other in her weight category - but just over five foot/120lbs. They paired her up with me (over two meters/220lbs) to demonstrate the importance of size and it was comically easy to get out of half the moves, or to literally get up and walk away. Let alone her being able to get into reach to try to grab me if I was using strikes.
Except that helped drive home 'wait shit, there's plenty of people that much heavier than me, except they're not going to have the psychological block... we.. we get guns right??'.
