1. Is this comment quoting something? What is it quoting? It doesn't seem to be the secret.

The first point is too subtle to me, I need to know if you are being ironic.

To me, the angle bracket in front of "Someone of his position being jewish in a pseudo european country" suggests it is a quote. Is it not a quote?

Not a quote, but a summary of the position. The same basic thing as ">implying" except without the actual word implying being present, essentially. Angle brackets have gone far beyond being used for quotes at this point.
