I think the OP is predicting that Will/Hannibal shippers are going to be as bad as the really toxic shipping groups in other fandoms rather than saying that shippers for the pairing don't exist already.

I really can't see that happening? I mean, maybe it's just me and my friends, but I'm pretty sure at least half the fandom is there for the lulz, not for the expectation it might become canon a la sterek or destiel fans.
