Keep in mind that Rowling has stated that Hogwarts has about 1000 students, and we saw maybe a handful of that in the books. We also didn't see any deaf or blind wizards, and I would have a VERY hard time believing that a)magical ability is dependent on physical (or mental) "able-ness", and b)ALL such disabilities could be cured by magic.

I doubt if everything could be cured by magic, but just think of the adaptive "technology" they could have:

- Something that looks like a pair of glasses, that whispers is the ear of a visually impaired student. "The staircase is now at 2 o'clock then 8 paces ahead. Your green beans are at 10 o'clock and the meatloaf is at 4. Margery is 20 paces ahead and waving at you."

- A piece of paper that transcribes any text directly below into Braille.

- Something worn like pantyhose that functions as a thought-controlled exoskeleton. (Or as a simpler light-weight brace for less severe mobility issues.)

- Enchanted (unoccupied) gloves that provide real-time sign language translation of the person speaking to you.

Except for the gloves, most of that wouldn't be noticed by anyone but a close friend or roommate. And if you aren't in the same classes or house as the deaf student, it could be months or even years before you noticed the gloves.
