This could easily be done if Case or whoever wanted to "hire" someone to do this. It works for other sites!

No it wouldn't. The answer is "not enough to justify this"

Because blind people just don't frequent picture posting sites all that much. On account of them being picture posting sites.

how about people whose eyesight isn't that great and have to skip difficult-to-read pictures? or people who get headaches if they try to read certain color combinations? i'm sure there are other conditions like those. there are many reasons to prefer transcriptions than just being 100% blind
