The whitewashing* was definitely racist in a broad sense. However, the weird issues with Avatar are so odd that I'm not sure he realized what he was doing. If I knew better I'd say he hadn't even watched the show (we know he did). Maybe he thought this was okay because he's Indian himself, and had good intentions? I think at one point he freaked out that there were no black characters (save the one airbending monk) and that's why we have the inexplicable orange tribe.
*I don't really count the casting of Aang, as the character is more ambiguous and they cast a boy who's actually expert in the martial art airbending was based on.
