This. Seriously.

I mean, hey, we're going to the goddamn Klingon homeworld - the people we're fighting against - and we move the TACTICAL OFFICER to Engineering instead of promoting an underling of Scotty's??

Oh and tactical/security should have access to the torpedos as well and if he had said no about them as well -

Ugh. Who the hell forgot Chekov's job? Oh wait, no one who wrote this really gave a damn about Star Trek.

No kidding. I went back and watched some of the old TOS episodes after I saw the new movie, and frankly - just comparing how much better the original crew handled a crisis in a single episode - I'm surprised the new versions survived the first ten minutes let alone their whole film.
