SA. I'd think so but there are undoubtedly people out there who don't view pedophilia as automatically non-con.

Yes, technically pedophilia by default is non-con, since depending on the laws in the area a child is not old enough to consent. However, the term "non-con" tends to be associated with fic where the victim is actively being manipulated, hurt, used, and controlled against their will, which is severely different from the child being happy, loved, and legitimately wanting it despite not being old enough to legally consent, which in context could be considered more of a dub-con.
