Although I believe David Cameron once made a very convincing point about RTD Who advocating Big Society. Rose is the disadvantaged teenager, and the Doctor represents an enlightened society that helps its weakest members via communal support instead of having them rely on benefits.

Yeah, but she'd still be a scrounger as she would be on such low wages she'd be dependent on in-work benefits to get by. Particularly housing benefit which means the state would be artificially supporting a London based lifestyle out of place with free-market principles which should warrant her moving to the North and an area of more suitable economic levels. /David Cameron Mode.
