A fairy is a being, as is a dragon (They're not real, but yeah). Maybe it's because pokemon like Marill have been revealed to be part fairy, but it doesn't show any characteristics of the other fairy pokemon (Which are kind of pale or lightly coloured and have lots of elongated body parts).

Then again, most pokemon with the dragon typing show at least reptilian characteristics or rough skin or what not.
