The memo is that when you have a fictional group that is deliberately modeled after real-life groups that terrorized, killed, and tried to entirely exterminate other types of people on the basis of an inborn trait, then maybe taking that fictional group's symbol and tattooing it on yourself has some deeply disturbing connotations.

Or maybe it means you're a big Snape or Malfoy fan. Or think Voldemort's a cool villain. Or you just wanted a direct Harry Potter reference. I'm very disturbed that people can't see that.

Based on the picture OP used, I'm assuming that the tattoo was in the same location as the actual Dark Mark. Which means that you're not only getting the symbol of a fictional hate group, you're getting it in exactly the place it would be if you were a "real" member of said fictional hate group. That says more to many people than, "I like this character" or "I think this is a cool villain." There are plenty of other fandom tattoos you could get that would accomplish those things, that don't imply wanting to be a Death Eater.

That's the only location the tattoo was in the movie. Ever. It'd be pretty hard for OP to have found a screencap of it in some other location. Because that's where Voldemort wanted it to be on all of his followers.

Funny though, in real life we get to choose where we get ink...

Yes, but big Snape and Malfoy and Voldemort fans might also be well aware that Snape later actively opposed the group, that Malfoy was bullied to get the Mark earlier than he probably would have chosen to (due to his father being in Azkaban and him having to prove his family's loyalty), and that Voldemort himself didn't have the Mark (he is shown using other Death Eather's Mark to summon his followers).

When did Rowling say the Death Eaters were based on Nazis? Because I'm pretty sure they weren't and it was just a coincidence that people noticed and mentioned to her.

I also don't remember Voldemort putting muggle-borns and muggles into concentration camps and making the pure-blooded wizards have re-education classes with videos saying that muggles and muggle-borns are on the same level as street rats and made them wear a symbol pointing out that they weren't pureblood. Oh wait, that's because he didn't and most of the wizarding world was against Voldie anyway.

Um... that's kinda exactly what happened in DH though?

Muggleborns were getting rounded up and killed or thrown in Azkaban and Muggle Studies became compulsory at Hogwarts where Alecto Carrow was teaching students that Muggles were animals.

What the hell book were you reading? Or even movie, because while it didn't go into as much detail it did show the 'trial' of a Muggleborn and showed anti-Muggle propoganda pamphlets being printed at the Ministry. And it added Hermione being branded with the 'mudblood' scar.
