Pffft. No way. It's Phil Lewis from LA Guns! Axl Rose has blonde hair, silly! He's way more exhibitionist and fashion-impaired than Axl could ever hope to be. The picture itself I got from the Metal Sludge website: http://metalsludge.tv/home/index.php?option=com_content&task=view&id=321&Itemid=52
It makes me giggle every time. There are in fact worse pictures. Some involving what might be the ugliest pair of boots of all time.
