Oh you zany goverment agents. You may be bad people, but if bad looks that good... I don't mind being bad.

And that icon is one I got from another user at the lovely community capslock_mugiwara a long while ago. It's basically an image of Usopp from one of the music CD-covers, so it's really rare and hard to find, much to the detriment of the world. Because Usopp with his hair down and shades is a good thing that should be shared with as many as possible.
