For god's sake, Tsubaki canonically refers to Godai as Ichijou's "true love" at one point! Whether or not they're banging (and they're totally banging) the audience is at least meant to not be surprised if they were.

Also: Decade-Kuuga canonically being in love with his Ichijou-equivalent didn't come from nowhere, y'know?

I always found the size of Kamen Rider's BL fandom surprising, but... not these two. They were totally in love and I don't think I can be convinced otherwise (Decade just made it even more explicit, imo...)
