I think it was in the audio dramas that he was asked to play the Master…… At least, that's what I saw. And then they turned him down/he turned it down (idk?) because too many people would associate him with Sherlock. Which is a dumb reason imo because he's in Cabin Pressure, so it's not like his voice would be a problem ¯\_(ツ)_/¯ Either way, idgaf.

For all of Classic Who he was referred to in the credits as "Dr. Who" or "Doctor Who". It's fine.
