I think it's a lot safer than it looks, well, depending on the set up of course. My frame of reference for the last ten years is the M'Era Luna festival, and especially the sides look like they could carry about 50 people climbing on them all at once.

Also, yes - at least with gothic/metal/punk stuff the stage people know someone is likely to climb something. And some acts/singers definitely do it all the time - see The Crüxshadows, for example. I've never had a concert with them where Rogue refrained from doing so.
