It was a small town, and it was a day after a bad storm, and she knows how to make herself sound genuinely concerned... or else she browbeat them into checking in on us. We're in a bigger town now, but I'm not sure she couldn't do it again if she wanted. Even though we told her not to fucking do that.

If you're in a bigger town, and the cops don't know her, they should definitely file any such complaints she makes again, under "nuisance" and yeah do what the anon above me suggested; if she calls the cops on you again, tell them SHE is the one wasting everyone's time and you need better options than the stress this is putting you under. Be calm, be reasonable, don't be histrionic, and have documentation; the cops will have to side with you after all that.

Why wait? Go to the police station and let them know the woman is prone to do these things, and that you don't want to be checked on unless there's better reason than a power outage to believe there's a problem.
