In terms of what? Fighting ability? Fucked-up-ness? Unhealthy relationships? How much they value their self-worth? Because they're pretty neck-and-neck in all of those things.

Asuka is the most entertaining, but she's also the most goddamn annoying, and seeing her hit rock bottom was a million times worse than all of Rei's creepiness. Rei meanwhile is just pure creepiness in the shape of a teenage girl.

Honestly there is no one in the show who is the 'best' IMHO, they're all as fucked up as each other and all do deplorable things at one time or another. It's a scale of who's better off to worse off.
