idk for sure, i'd guess that they're one of the ~secret screenreader anons~ just using the nearest reply link after the transcript because they can't read the linked image. like a non-sighted version of the misfires you get if you hit the reply link at the bottom of the page and end up on the second page after the clickables and GC.
