I have to vote for TNG, Season 1, Episode 24: Conspiracy, an early failed attempt at a multi-episode story arc that made absolutely no sense. It's a bunch of conspiracy babble without any real danger or tension to it, climaxing in an effects shot that was both stupid and sloppy, and an ominous "they are coming" stinger that, thankfully, no one ever picked up again.
