I'm thinking the OP specifically means people who are over-sensitive/jump on anything they see as not matching their picture of what things should look like with being bigoted.

And...I can't say I've really seen it used too often in any meaning other than 'reads too much into it' and 'uses social justice as a way to 'win' arguments with people they don't like/disagree with [about non-sj things]'.
