Oh, I don't think Tifa is a sue, she's just more wtf than anything else to me. I find her character very weak and inconsistent. To this day, if you asked me to describe her personality, I wouldn't be able to do it because it juts seems to be all over the map to me. I'm also out of FFVII fandom, so I have no idea what the current popular opinions in it are. But if you forced me to label one character from the game sue, I'd go with Tifa.

It might just be because I hate Tifa, though. Personal bias and stuff. I don't remember anyone ever getting angry at Tifa for her fuck ups. They get mad at Cloud, Yuffie, and anyone else who caused a problem at one point or another, but never at Tifa, even after it was revealed that she hid things from Cloud, treated him like crap as kids, chose handicapped Cloud over the planet, etc.

Well, I wouldn't say you're alone with that sort of thoughts. I disagree with all of them personally, but who knows, maybe today's fandom would be more fun for you now.
