Of course they do. The FFR bunch who believes fanfic authors have greater protection than actual authors will scream otherwise, but the chapter was given to the beta and she has the right to post it if the fanfic author has abandoned it. Long as she only takes credit for the beta'd part. No worse than reposting lost fanfics that vanished in the geocities crash or when authors took a snit and crashed their own sites.
