You cannot appliqué an open space. You just can't.

You can splice another piece of fabric in there, though. I have a Threads article somewhere on how to do this with knits.

(It still isn't a serious excuse for a boob window, though, since she could just have blank white fabric, like she used to.)

Blank white is just a white leotard it isn't a white leotard with something missing though. The point of the boob window, other than to show she doesn't care about her rack, is to show there is something missing.
