Even in rural areas pretty much everyone has cell phones capable of picture and video as well as at least some Internet access that can get info out of that area. Plus pretty much every gas station has CCTV and every cop car In an industrialized country has a dash cam. Plus there's the fact that every police station is going to have networked instant access to other stations and even federal databases if we are talking about the us (and there are now centralized law enforcement database and information sharing across all the EU countries).

So even in a really rural area there is unprecedented capacity for recording, surveillance, and data sharing compared to even just 10 years ago. It may not be much compared to current monitoring in places like London, but there is way more capacity for leaking information instantly in places like bumfark nowhere than there was in major cities 20 years ago.
