Absolutely. Mostly it's the U.S.-specific sports games and Western properties (Marvel and DC superheroes, TV and movie tie-ins) that never make it to Japan. But things like Scribblenauts, Rayman, and Bit.Trip Saga never came out there either.

In fact, (sorta relevant to this secret) the 3DS remake of Harvest Moon: The Tale of Two Towns was never released in Japan.

I wouldn't really call the 3DS version of Two Towns a remake, though. It was pretty much the exact same game with an added mini game and a lot of freezing issues and lag.
