Re: Fantasy books with gay characters (hopefully in the right place now)

Okay, lessee. Some of these will be about lesbian characters since I am unsure if you are using gay to specifically refer to gay men or not, but since men is not included, I will go by the broader definition.

The Dark Wife by Sarah Diemer; excellent re-telling of the Persephone/Hades legend in which Hades is a woman and they have a lesbian relationship.

The Killing Moon by NK Jemisin, which has an established relationship between the two male main characters. (Um. I will mention this one is not a happy story, but it is an excellent story based in an Ancient Egypt like fantasy setting, which is incredibly rare on its own.)

Marion Zimmer Bradley has many many gay and lesbian characters in her Darkover series. (Which is science fantasy so may be a little outside of what you're looking for, but is basically... high tech level human race branches off with a colony that becomes lost and goes to a feudal like fantasy society, with magic, over hundreds of years. So, some of the books are essentially high fantasy, others are a fantasy/SF mix.)

Gail Carriger's Parasol Protectorate, steampunk, has gay men, bisexual men, and a lesbian as important side characters. (However, I would note that while the bi guy is pretty well-rounded, the gay vampire is very flamboyant, and some people consider him stereotypical.)

All Men of Genius by Lev AC Rosen is steampunk also but the protagonist's brother is gay. Um, I should possibly add a warning here that because it is essentially set in Victorian England, some of the language is not exactly PC. However, despite that, the character is generally accepted by the protagonist and friends.

Moira J Moore's fantasy series does not, at first recollection, have explicitly gay characters but bisexuality is accepted in society as a norm and flirting/implied romance between same sex characters is not uncommon. It may not be what you're looking for but I mention because I know that, for me, just a world setting where people like me are accepted is a big deal sometimes.
