Headcanon. I don't even care if polyjuice potions might not work that way.

Do they work that way. Like, I know that the hair sample has to be taken from a person while they're alive but how long is that sample good for after it's harvested? Okay whatever, I don't care.

Nah, it is sci-fi. The "Magic" is actually nano-machines, and they use hair because it usually comes with a follicle so the nanos can use the DNA from the follicles to craft a new body. The nanos have a time limit on them, which is why it reverts back. Hogwarts is obviously built on top of a crashed ancient alien spaceship and is supersaturated with nano machines that can only be activated by people with a certain gene sequence.
