They weren't until the end of Goblet of Fire. It was pretty much a straight kids series until then, characters were one dimensional and either good or bad. Then we came back in Order and suddenly everyone was have shades to their character all over the place. By the time we get to the end of the series virtually everyone except Ron had graduated to multi-levelled character. Especially Snape who could pull fifteen different interps of his character motivations out of his ass in a single chapter. Impressive how Ron remained cardboard until the end though.
