I don't think she even is wearing underwear. With the view the skirt provides we should at least see part of the front piece of her panties. Even if she's wearing a thong there should at least be a string visible.

And seeing how visible her nipple and non-visible her bra is through the shirt I'd say she's going commando. Which, considering that she looks like twelve (if you don't factor in her boobs) is kind of creepy.
