With the Japanese stuff, I think half the problem is that the creators are sexualizing these kids in the first place. (Shows like MLP that don't sexualize little kids still get a certain percentage of creeps, but they're less frequent, and most of the porn is of characters who're of age. It's the same deal for the less-sexual Japanese stuff like Princess Tutu.)
