The nearest I have seen to evil!Gandalf (given that I don't read fics with OC protagonists) is that Gandalf can get too distracted by what he's doing that he misses how some people are affected.

He's too busy running around fighting Necromancers and finding out what's going on with magic rings to realize dragging Bilbo along on the Company's quest is what would end up with Bilbo losing Bag End permanently (that is a basic gist of at least one fic I have seen).

I have yet to see him cast as outright evil. He is cast as a troll in the internet sense of someone who plays jokes and sits back and laughs at minor misunderstandings, but it's usually about things that in the long run won't mess the whole of Middle Earth up.
