My neighbors are loudly existing outside, but it gets really hot in here when I close my windows. I can either be too distracted to concentrate, or too hot to concentrate. I was really hoping to get some stuff done right about now.

Ear plugs. I have housemates that always seem to decide they need to start yelling/blaring the radio or tv, and in general being over the top loud when I need to concentrate/am sleeping and ear plugs [or wearing headphones] really does help, even if it's not ideal.
