There are a couple "Percy the Spy" fics that I'm aware of.

One is called "The Secret Life of Percival Weasley" and the other is called "What Should have Been" Neither of them are about him being a spy for the ORDER, though. The first he's a secret auror and in the second he's just keeping tabs on things in the ministry while being angsty about his family estrangement, girlfriend-in-hiding and dead baby.

There's another fic called the Scarlet Pimpernel or something that I've only read once, but I think he's helping muggleborns or something escape in that.

Sorry, it's very late and I'm too tired to look up links. But those first two are favorites of mine. Hope one of the three are what your looking for.
