Not impossible, but extremely unlikely, especially assuming birth ages keep trending like they are now (however, the aftermath of WWIII could easily knock them back for a couple generations) - it would require all of Bruce's descendants in a direct line between Bruce and Janeway - save Janeway herself, of course - to reproduce at 15, or for several to have kids even younger, to balance those who had them at more usual ages.

Remember, though, that 20 generations is still only 17 'greats'.

So even the extremely unlikely biological scenario baseline wouldn't really account for twenty-one greats?

I'd like to take a moment to OP for bettering turning what they most likely expected would be a thread of awesome headcanon and fangirl gushing into me poking people and demanding they entertain me with the math thing.

Hmm. That would be 24 generations, making the average turnaround about 13 years. So...biologically possible, but a) only just, and b) as close to impossible as can exist on a social level. Again, that's 23 consecutive kids having a kid at 13 (since Janeway's the 24th generation, and Bruce is the 0th)...so, yeah, I'm pretty confident in saying that 21 greats, while physically possible is, in practice, impossible.
