Well, technically, the maximum number is more than 23 (21 greats + 2 for granddaughter), but that would mean that every generation would have to have kids very young, whereas a mean of something like 25 would make more sense. Then again, as time goes on, I could see a woman's reproductive years being extended and that number would go up. Of course, there's also the issue Batman's timeline - honestly, you could argue that he could have had a child in, say, 1927 (assuming he was about 30 when he first appeared in 1939) or that he doesn't have a child yet, depending on the incarnation.
