That's like saying The Penguin is the least villainous bad guy in Gotham. It may be true but he's still a bad guy.

And you know what? I agree with you. I think Charlie has the IQ of a seven year old. He's not really sure what he's doing half the time. (Most likely due from paint huffing.)

He does know what he's doing a lot of the time, and he's shrewd enough to orchestrate multi-part schemes. So, while he may be brain damaged from glue and paint huffing and ill-educated, he's not really stupid.
