The only consistencies with Cecil in my mind are tattoos and the third eye. Although I usually picture him as white and stick-thin.

As of E27, though, I think we can assume that he's humanoid. I mean, would you, as a regular human being, go on a date with a freaky tentacle monster who has an obsessive crush on you?

I can't picture him as stick-thin, because he said that the man in the picture in Desert Bluffs was "neither short nor tall, neither fat nor thin," but I definitely picture him as pale and angular. Straight nose, semi-prominent cheekbones, pointy chin, long fingers.
