It is basically the evil, Silent Hill version of Night Vale. People are more violent (hence why Kevin thought a hug was an attack) and the gore covering Kevin's radio station. But it is violent in the same way Night Vale is weird. It is normal for them and thus not a cause of concern (by citizens of the city at least). Which is why they play sports against Night Vale (instead of all of Desert Bluffs being reported to the outside).

Blood and viscera have also replaced Desert Bluffs smarphones, leading to terrible, terrible pocket stains.

All the residents are slaves to some great, ever-working machine, hence the work quotas, but unlike Night Vale, who's apparently aware of all the shady government dealings, no one in Desert Bluffs suspects a thing. They all figure it's normal, and since the only town they see regularly is Night Vale, they have no yardstick for "normal" besides their own.

In Night Vale, the weirdness comes from the town itself and most people just try to work around it while remaining as "normal" as possible. Desert Bluffs is a perfectly normal town and all the weirdness comes from its people.
