I actually agree. I think even in the face of Bioshock 1 it fell flat. The only thing that kept me going was the interaction with Elizabeth, because that was the only thing that remained halfway interesting throughout most of the game. It's a shame because Bioshock 1 was ultimately a good game (and better than System Shock 2, though it took me a while to realize that -- and if anyone asks I'll gladly justify my claim.) Considering how much of BS1 was effectively a retread of SS2 I'm honestly surprised and disappointed BSI didn't follow the same mold, because that at least was a stronger kind of game than the ultra-linear custodian simulator we got.
