If Mary Marvel is underage, then yes, probably.

I think she always remains the same age when she transforms (unlike her brother), but what that age is seems to have varied over the years.

I don't actually know anything about Mary Marvel, I was just speaking generally.

If she's some kind of ancient being that only appears to be a child... well, the lines are a bit more blurry, but I don't think the police would take kindly to it.

Mary Bastion is underage, but when she says the word SHAZAM she transforms in to the seemingly overage Mary Marvel.

Sort of the opposite of "Ancient being in a childlike body"

As Mary Marvel is a fictional character, not a real child, my answer would be no. (Doesn't mean it's not gross, though; but I don't think it's anything to arrest people over.)

What about porny fanart of Captain Marvel, while we're at it? Billy is clearly a kid, but Captain Marvel looks like and acts like an adult.
