One thing that occurs to me is that, if Snape did experience a sincere change of heart regarding his anti-muggle allegiances, he couldn't be too outspoken about those feelings if he was going to serve as a successful double-agent within the Death Eaters. Even during the interregnum between Voldemort's defeat and eventual resurgence, it seems like Dumbledore probably suspected they hadn't heard the last of him, and probably wanted to keep Snape's loyalties secret so he could serve as an ace in the hole.
