The only "implication" is that the two of them are looking at each other when the tape finally says that the word for when you and someone else are one is "love" (when the entire episode has been deliberately dodging the word in several contexts). Assuming that this has to mean romantic love is completely missing the point.

I agree. The point was love, not the type of love. And Dani had precious little of any of it in her life, and Crews had his life pretty much rent apart in prison and had to close out the emotion. So that one near brush of fingertips was the closest either of them had gotten to expressing the depth of love they'd finally discovered, and I don't think it was romantic. They'd finally found love again tho. And the freedom to have it.
