Has it been confirmed to be a flashback? I assumed it was when I first saw it, but I've seen people swearing up and down that it's not. (Not that these people cite their sources, of course, but.)

No confirmation, no, but, to me, at least, it only really makes sense if it's a flashback.

Twilight says that Luna and Celestia disappeared from one moment to the next, and is very confused about her surroundings and what's going on, and Luna just keeps talking at her, ignoring anything Twilight says.

She also keeps going on about (paraphrased) "your precious light" and how there will only be "one princess of Equestria now", which doesn't make sense if she's talking to Twilight (There are four princesses in the present: Celestia, Luna, Cadance and now Twilight, but a thousand years ago there were presumably only Celestia and Luna.)

Also, thank you for commenting anon, it was kind of :( that no one commented on my secret or seemed to want to talk about this.
