I don't have much experience with this, but from what I've seen, "gypsy" is one of those words that's sitting on a borderline of some people/Romani finding it okay and some finding it offensive. It's kind of like how some people identify as queer and will call themselves and others queer and may even encourage the usage of that word in a positive light, and yet many others still think of queer as only an insult and hate that term. Or, for a more up-to-date one, it's a lot like the "person of color" thing - a lot of us have grown up with that being nothing but an insult, while for others it's a neutral term and as such they have started to encourage it's use, especially in fandom. (Though whether it's just supposed to be for black characters and people, or for all non-white characters and people, I STILL don't know. -_-)
