I think the notion here is that children don't have any right to make decisions about their own lives. In some ways this is perfectly reasonable, but on the other hand I read an article a few weeks ago about this family in Virginia who took advantage of the state's religious exemption to homeschooling regulations and gave their kids essentially no meaningful education. The oldest kid got out once he turned 18 and went to community college to catch up on all the deeply remedial material he missed -- he'd never written an essay before -- but one of his younger siblings (of about middle school age, iirc) couldn't read. The young man in the article had actually called the school when he was younger and requested to enroll in school because he had a sense that he was missing a lot, but they refused him because his parents didn't consent.
