It's the second one.

IMO Franziska makes more sense as a character if you've played the first one and seen her dad but maybe that's just me

(DA) I agree with this. Playing the first game, and seeing what her dad is like, really helps to understand why Franziska is the way she is. You get some insight about her character in the second game but it does help to play the first to understand everything fully.

Yeah, there's just so many factors that make Franziska into who she is that it always feels wrong how many people I see dismiss her like that. Sometimes I think I read too much into her, but she really is an interesting character just from that alone.

(Plus she's plain glorious in general)
