It must totally be this. In my country, I've seen police stations that have the "police" sign written in three or four languages.

So foreigners can recognise that they're police I guess?

And police isn't just an English word, it's the same in French and in most countries that use the Latin alphabet the word is quite similar like Polizia, Lapolis, etc

Japan uses a lot of English for a lot of signs, titles, and so on. Most people suck at English, granted, but I dunno. They might do it for the foreigners? Because they love to perpetuate the stereotype that immigrants are the reason there is crime in Japan (like every country, I guess, but god how Japan loves to think they are great and unique).

also, the Japanese police suck.
