I was taught in school that important words are supposed to be capitalized (along with the first word as usual,) whereas insignificant transitional or filler ones should not be.

Thus: "In Which the Fellowship of the Ring Encounters a Flying Spaghetti Monster and is Chased Away, Screaming like a Bunch of Little Girls." (Though I'm actually not sure whether that 'like' needs capitalized or not.)

So it may not always be inconsistent, possibly just in a style that's falling out of fashion now? (As I assume by your rant that this is no longer taught?)
