Um, I love you transcriptanon but you're missing the joke- OP thinks the mispronunciation IshBALAN sounds like balling/ ballin', and the bligee-ficaction completes the transformation.

It's...sort of a synonym of "cool" or "awesome," but it's most often used by (wannabe) "gangsters" or rappers. It's really hard to explain. But like, if somebody said, "Man, that's so ballin'!" you'd know that they mean "That's so awesome!" and also that they likely have some connection to rap. Because the idea of "gangsta' rappers" is so prevalent, there's a stereotype of them having "bling" and whatnot. A guy actually dressed like what Scar's adorned with would (sometimes ironically) be called "gangster."
